The International Coalition was launched in Kyiv on February 2, 2024, and is co-chaired by Ukraine and Canada. It unites 42 countries, the Council of Europe, the European Union and serves as a platform for coordinating the diplomatic, humanitarian, legal, and informational efforts of foreign governments that, together with Ukraine, are working to address the problem of the deportation of children.
Identifying, locating, and safely repatriating illegally deported children to reunite them with their families.

Establishing comprehensive systems of psychological support, therapy, education, and social integration.

Alignment Leveraging combined expertise, resources, and capacities of Ukraine and Coalition members.

Raising international awareness and facilitating diplomatic engagement to secure children's release.

As of July 28, 2025, the Coalition includes 43 countries: Andorra, Albania, Argentina, Australia, Austria, Belgium, Bulgaria, Canada (co-chair), Chile, Costa Rica, the Council of Europe, the Czech Republic, Croatia, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Iceland, Ireland, Italy, Japan, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Moldova, Montenegro, the Netherlands, North Macedonia, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden, Ukraine (co-chair), the United Kingdom, and the United States.
